In the article, the author claims that TEDs is flawed because of three specific reasons, while the lecturer refutes him by pointing out that each of the reason is not convincing.
To start with, the passage states that it is not worthy for shrimpers to use TEDs to protect turtles since shrimpers might lose a considerable number of shrimps and just save few turtles. However, the lecturer challenges this idea and argues that even if one shrimp boat could only catch turtles in a very low frequency, there are thousands of shrimp boats in the ocean and thus, thousands of endangered turtles might be caught every year. The damage could be fatal for most of them which already have a small population. People should be concerned with the impact of TEDs on turtle instead of losing a few shrimps.
Secondly, the author contends that there are other effective measures such as time limits. Nevertheless, the professor believes that this method is not as practical as TEDs. Government cannot supervise thousands of shrimp boats in the sea to pull up nets on time. However, TED is much easier to implement because they only need to check each boat to make sure they have TED before they leave the port.
Finally, the listening material holds that for the bigger species of turtles, the local shrimpers could produce a larger TED that enables those turtles to pass. It is easy for people to modify the device without affecting its functions. This undermines the statement in the article that TEDs are not helpful for turtles in a larger size.
