The reading passage illustrates there are three reasons why turtle excluder device (TED) is not effective. However, the professor in the listening material contends that TED is a good way to protect sea turtles.
First of all, the professor argues against the reading’s idea that only very few turtles are caught by TED. The professor explains the opinion by the fact that it is true that turtles are rarely caught, but there are thousands of boats in the southern coast of the U.S.. Therefore, collectively the shrimpers will catch thousands of turtles that are already endangered every year. That is to say, when we think about TED, we should think about the whole turtle population that is influenced by the shrimp industry.
Moreover, the professor casts doubt on the reading’s statement that allowing shrimp boats to keep nets under the water for a shorter time is an alternative. The professor supports this idea by pointing out that this will only be effective in theory. It is impossible to enforce this method, because it would be difficult for the government patrol team to monitor all the shrimp boats. However, it will be easier to enforce the use of TED. This is because the only thing the government needs to do is checking the boats before they leave for the sea to see whether they have TEDs.
Finally, the reading passage claims that TED will not be effective in catching larger turtles. On the contrary, the professor asserts that even though TED may be small for some of the larger turtles, in the areas where TED is needed, larger TEDs can be created without affecting the functions. Thus, when larger TEDs are produced, this will no longer be a problem.
