The reading passage criticizes the effectiveness of turtle excluder devices while the listening thinks the criticism proposed in the reading passage is actually invalid.
First, the passage contends that compared with the rare chance of catching a turtle, the cost of losing shrimps is too high. However, based on the listening, although catching a turtle is a rare a thing, there are thousands of shrimp boats operating along the coast. Collectively, those boats can accidentally catch thousands of turtles a year, which are endangered species. Therefore, considering the impact that shrimpers can have on the turtle population as a whole, TEDs are still very necessary.
Secondly, the reading believes that shortening the time limit in keeping the nets under water is a better way to protect turtles, but the listening thinks it works only in theory. There are thousands of shrimp boats out at sea and the government patrol boats cannot really monitor the time limits of all boats. However, using TEDs is much easier. What is required is to check the shrimp boasts before they leave ports to see if their nets have TEDs.
Finally, the reading contends that TEDs are sometimes useless for large sea turtles to escape. In this regard, the lecturer asserts that although it is true, it is not a problem to create TEDs larger. Since the design of the TED can be modified easily without affecting the way it functions, the problem mentioned in the reading not long exists with larger TEDs produced.
